There is one point to which particular attention should be called, namely, the public ownership of these waters by the State of New York. Not all of the Saratoga waters have yet been acquired by the State, but a great majority of them are now under state control. All waters shipped from Saratoga under state control have attached to them labels which indicate that fact. Some of these labels are reproduced above. When these labels are seen on bottled Saratoga waters the purchaser may be certain of the character of the water he is getting. Unfortunately there are still some adulterated or misbranded waters, often of a synthetic character, bottled and shipped from Saratoga, but these of course do not bear the label of the State. If all so-called remedial waters of this country could be under city, state or national control, it would be a great boon to our people. The United States itself has set an example in acquiring and holding the Hot Springs of Arkansas. This example of the United States, later imitated by the State of New York, should be followed through all parts of the country until public ownership of all medicinally advertised waters is established.
